The Cooperative Agricultural Pest Survey (CAPS) is directed by USDA’s State Plant Health Director and NYS’s State Plant Regulatory Officer and conducted by the Division of Plant Industry of NYS Department of Agriculture and Markets. The primary objective of CAPS is the early detection of exotic plant pests to minimize agricultural production costs and enhance product quality and marketability.

NY-CAPS partner with USDA-Animal Plant Health Inspection Service/Plant Protection and Quarantine (APHIS/PPQ) and other state agencies, industries, and professional organizations to develop and maintain effective emergency response systems to detect, respond to, and eliminate outbreaks of invasive pests and diseases. NY-CAPS continually strives to broaden its network of partners and improve its information sharing with cooperators.
